Sarah Clarke is a Partner in the Healthcare Division at Rosen, Sapperstein & Friedlander (RS&F), where she leads strategic consulting engagements for a diverse range of healthcare organizations, including independent medical practices, hospital-affiliated groups, community-based clinics, Federally Qualified Health Centers (FQHCs), and public health departments. With a focus on strengthening business infrastructures and optimizing operational workflows, Sarah helps healthcare organizations enhance financial performance through strategic planning, key performance indicator (KPI) analysis, revenue cycle management, and human capital evaluation. She also guides medical practices through the transition to value-based healthcare models, including NCQA Patient-Centered Medical Home (PCMH) recognition.
Sarah has over 20 years of executive-level healthcare administration experience, working with hospitals, physicians, and third-party payers. Prior to joining RS&F, she served as an Executive Director at Doctors Community Hospital, where she oversaw operations management, new business development, physician integration, and contract administration. She also played a pivotal role in developing outpatient medical practice networks for Doctors Community Hospital and MedStar’s Southern Maryland Region. Her career spans leadership roles in ambulatory services and managed care for MedStar, as well as positions with Principal Healthcare, Inc., Blue Cross Blue Shield of Virginia, and The Prudential Insurance Company.
Sarah earned her Bachelor’s degree in English from the University of Virginia and an MBA from the College of William and Mary. She is a Certified Medical Practice Executive (CMPE) through MGMA. Recognized for her leadership, Sarah was honored as one of BBJ’s Enterprising Women in 2023.
Beyond her professional work, Sarah enjoys yoga, writing, and cycling. She attributes her resilience and leadership philosophy to growing up in Central Virginia in the decade following school desegregation, an experience that reinforced the importance of self-awareness and personal strength. A lover of nature and its lessons, she finds wisdom in her favorite quote: “As you think, so you are” (Proverbs 23:7).
